Drivers in east London might scratch their heads as they approach this junction Tuesday Feb.9, 1999. But the lights are just a new sculpture created by Anglo-French artist Pierre Vivant, 46, and stand between two trees. Made from about 75 sets of specially-made traffic lights, it is the result of a competition organised by the Public Arts Commissions Agency in the Docklands area of London.
